Mr. Li Yinke, BSc, MBA, has been general manager of the Company's subsidiary,
CEC Unet (Henan) Service Co. Ltd, since 2004. Prior to joining CEC Unet (Henan),
Mr. Li held a senior management position in China Electronic Appliance
Corporation ('CEAC'), one of China's top three trading companies in the electronics industry.

More recently he has been leading CECU's successful expansion into Guangdong
province and Beijing, the country's capital and home to the 2008 Olympic Games.

Mr. Li Gang, CEC Unet's Chief Executive, said: 'We are delighted that Mr. Li
Yinke is joining the board. He will be responsible for exploiting our business
opportunities throughout China as we look to build on the success of the last
six months. I believe he will make an invaluable contribution to the development of the
