| Mawhood named as new CIPFA president |

Caroline Mawhood is the new president of the Chartered Institute of Public Finance and Accountancy (CIPFA).
She took over the year-long role from John Butler, at the accountancy body’s AGM in Brighton. Mawhood’s career has been in central government audit with a period in the Canadian Audit Office. She joined the NAO in 1976 becoming a director in 1993 and assistant auditor general in 1996 – the first woman to do so in each case. She has been active in EU affairs and in European accounting and financial management. Mawhood said the organisation’s priority was to strengthen public financial management here and abroad. “In the current difficult economic climate I intend to promote the importance of financial management in ensuring real value for money in public services. To this end we will continue to develop the contribution we make in the UK and in the international arena,” she added. CIPFA also announced it has joined forces with the Department for International Development to improve public financial management internationally. A new agreement will see the government department fund research and other programmes run by CIPFA to improve the quality of public financial management in the developing world. As part of the agreement CIPFA and the department are cooperating on a ground-breaking analysis of the PFM institutional framework and systems that operate globally, regionally and at country level, and that help determine the effectiveness of public financial management internationally. Caroline Rickatson, international director at CIPFA, said, “We know full well that improving public financial management in the developing world in particular can generate more money for investment in vital public services, and make a major contribution to poverty reduction and the achievement of the Millennium Development Goals.” CIPFA plans to support partner governments to make greater strides in improving the financial health of their countries, with support from DFID. Work on the first of the projects to be carried out under the agreement is already under way, with the endorsement of the OECD Development Assistance Committee’s Joint Venture on public financial management at its meeting in Pretoria recently.
